its not a "19% damage reduction" at this time though, is my point.
For arguements sake im going to wing some numbers.
Tracer base damage 1000
Tracer damgae from scaling 1000
So on live tracer would be doing 2000 damage
However on PTR since you lose ~19% lets round that to an even 20% and you lose 200 damage so you are now doing ~1800 damage per tracer. Voila -10% damage with ~-20% scaling. That was my point as right now its a 10% nerf, but as we progress into a new tier of gear its actually much worse than just losing 10% off tracer.

Without factoring in fixed and scaling portions of a skill as well as the formula you can't say anything about actual changes in damage.
I don't think your example is correct. 20% of 2000 is 400, leaving 1600 damage not 1800.

No he's not right, it's not just the scaling that's changed, it's the base damage.
StandardDamageMin and StandardDamageMax is the base damage (and sets min and max values), Cofficient is the scaling from your Bonus Tech Damage.

Well yeah, both portions of the damage are reduced by 19% - resulting in a net decrease of 19%. His calculation is, as I said, wrong.
I was trying to be not specific when I wrote the post above, not agreeing with Allah's conclusions. Rereading 'yes you're right' seems kind of not the case however. Probably should have reread my post more carefully.
And farewell Pyrotech. We had a lot of fun together. :'(
Between this and the nerf to PPA ... we either were lightyears ahead or sub par after 1.2.

Gravity Wave Device: 30% chance of +208 kinetic damage every 4.5 seconds = + 13.8 dps. Since we're comparing to the Relic of Boundless Ages which has a 2 minute cooldown, scaling this up to 2 minutes we're doing an extra 1656 damage over the course of 2 minutes.
Relic of Boundless Ages: +355 power for 20 seconds every 2 minutes. Power traslates to damage at 4.35 to 1 point so thats 81.6 extra damage per hit over the course of those 20 seconds inside that 2 minute window.
What's the next step in determining which of these relics is superior? I figure in that 20 second power window I'll probably do something like the following:
Tracer missile x3 = 7.5 seconds
unload x1 = 3 seconds
HSM x1 = 1 second
rail shot x1 =1 second
Tracer missile x3 4.5 seconds
unload proc x1 = 3 seconds
So that's 10 attacks, each with a +81.6 to damage for +816 points of damage over 20 seconds from the Power boost, and therefore over the entire 2 minute window as the relic cools down.
Is my thinking somewhat right or am I way off base here? By this math the Gravity Wave Device deals and extra 840 damage every 2 minutes...an extra 7 DPS.
Edit: wait...one flaw I can already see is that the power boost probably applies to each tick of unload. Is this correct and if so how many times does unload tick? That could significantly narrow the gap between these two relics.
Edit #2: Also not sure about the "kinetic" part. This likely adjusts something.
Edit #3: How does the BBB Matrix Shard Relic with +58 to aim and +24 to crit weigh in between these two? +58 to aim is (I think) inferior to either of the other two relic's DPS, but it also grants +24 to crit and I'm unsure how this factors in.

The kinetic part means the damage it does is affected by armor. For arsenal with all the armor pen means kinetic is better than internal (that ignores armor).
For Arsenal Merc, I belive the order is:
Gravity Wave Device, Matrix Shard Relic, Boundless Ages.

Campaign Relic of the Cerulean Nova is a new craftable relic that is +246 energy damage (also comes in kinetic flavor) that'll be out in 1.2 and will make your decision easier. Also, Rakata and Battlemaster Relics of Boundless Ages are +380 power.

The Nova relic you linked is sold for 200 daily comms in patch 1.2. That is indeed better than anything else listed here. I am not sure if it is crafted as well as sold for comms.

So as an Arsenal DPS, we want the new internal damage relic over the elemental and energy ones and to pair it with the power one right?

I tweaked some numbers in Bural's spreadsheet and I'm quite sure Matrix Cube is going to be 2nd best relic after energy/kinetic proc ones, unless you manage to get Boundless Ages(power) one with an augment slot.
